Local and National Experts to Speak at DCC

Deputy administrator for the federal Substance Abuse and Mental Health Services Administration James Stone will speak on “Flexibility: The Key Role of the Human Services Professional.” The state commissioner on mental health in the mid-1990s, Stone started his career during the 1960s here in Rochester at a group home for delinquent boys. He later worked for the state Division for Youth, served as Livingston County’s mental health director, then became the director for Monroe County’s Department of Community Services before moving on to the state and federal governments. He holds an MSW from Syracuse University and is a licensed clinical social worker.

 
Following Stone’s presentation, Ulysses Harrell, patient advocate coordinator at the Buffalo Psychiatric Center, will share his personal story in the mental health system, which has raised issues in the care of people of color. Placed in a state hospital as a child by his abusive, alcoholic father, Harrell was tossed from one place to another. His courage and perseverance eventually led him to a community college education and on to a master’s degree from SUNY Albany. He later worked as a case manager at a large community mental health center in Rochester. An African American who struggled for decades to find a sense of peace and security, Harrell offers a story of inspiration and multicultural awareness.
