The Liberty Partnerships Program (LPP) was started in 1988 by the State of New York Department of Education to reduce the high school dropout rate. In 1989, a number of local community based agencies and institutions of higher education formed the Rochester Liberty Partnerships Program. We are one of 59 partnerships serving some 12,000 students across New York State. Over 90% of our students successfully complete high school.
