Many students, their parents, and employees are concerned about safety and security while at college. Monroe Community College understands that concern and takes seriously its responsibility to employ security measures that ensure our students and employees enjoy their years at MCC as free as possible from any threats to their safety or well being. 

Although the college has been fortunate in not experiencing a significant number of crimes committed on campus, our efforts must continue to be directed at minimizing the risk of criminal incidents. To prevent such incidents, a competent, professionally-trained campus Public Safety Department, together with students and employees, is responsible for a number of measures to ensure that people and their possessions are protected as much as possible. 

CRIME STATISTICS

In accordance with the Jeanne Clery Security Policy and Crime Statistics Act, Monroe Community College provides information relating to crime statistics and security measures to prospective students, matriculated students and employees. The Damon City Campus is located at 228 East Main Street Rochester, N.Y.  Genesee Management Protective Services reports all crimes committed at the Damon City Campus to the Rochester Police Department and the MCC Public Safety Department at the Brighton Campus. Minor  incidents are investigated by the MCC Public Safety Department in conjunction with Wilmorite Security and the reports are forwarded to the police. Serious crime incidents and felonies are reported immediately to the police, who respond immediately to DCC and joint investigations are initiated. Crime statistics for the most recent three year period* for the crimes of murder, forcible or non-forcible sex offenses, robbery, aggravated assault, burglary and motor vehicle theft are listed in the linked table*(pdf).

SECURITY POLICIES AND PROCEDURES

During the 2007 academic year, approximately 2,265 students were enrolled at the Damon City Campus. The center employs 203 people.

The college does not currently request information from employee or student applicants concerning involvement in criminal offenses except applicants for Public Safety Department positions.

The Damon City Campus is truly a closed campus. Students, faculty and staff at the Damon City Campus must present identification cards to gain access at all times. The general public must sign in at the Security Desk to enter the campus. Everyone's cooperation is essential in making the campus safe. Personal safety outside the building is very important to the college. Use common sense and be street smart. When returning to your vehicle, try to find someone to walk with. The Public Safety Training Facility is a state-of-the-art, regional, emergency training complex which is owned by Monroe County and operated through a partnership with the City of Rochester and Monroe Community College, which manages the facility.  At this site there are 2,200 MCC students and 46 of our employees. The PSTF is located in the City of Rochester at 1190 Scottsville Road.

Wilmorite Security

Wilmorite Security provides security to six sites, including multi-level shopping malls, office buildings, apartment complexes and other commercial locations. All of theses are privately owned and operated by the Wilmorite Corporation. The Security Department is run by the Corporate security director. Each of the individual sites is supervised by a Lieutenant. In addition, each site is staffed with supervisors and protective services officer who are carefully selected and undergo an intensive field training program along with an ongoin video training program.

The Wilmorite Security staff in the Sibley building consists of a operations manager, 1 lieutenant, 13 full-time officers and three part-time officers.  In addition there is a MCC Public Safety Coordinator/Law Enforcement Liaison position (part-time). 

Potential criminal actions and other emergencies at the Damon City Campus can be reported directly to Wilmorite Security by dialing 293-3854 or by use of one of the emergency/ service phones located throughout the center. Upon receipt of a call, officers are dispatched immediately to the site of the complaint. The college encourages accurate and prompt reporting of all crimes or suspected criminal activity.

Victims are permitted to report crime on a voluntary basis. Reports of this nature are to be filed with the Public Safety Department for information purposes for inclusion in the College's annual crime statistics.

As part of the programs sponsored by the MCC Public Safety Department and Genesee Management Protective Services, officers hold sessions each semester on topics including personal safety awareness and security, rape prevention, and the prevention of burglary and vandalism. Information on safety and security is provided to students and employees regularly through seminars, films, bulletins, crime alerts, posters, brochures, and college and student newspapers.

Genesee Management Protective Services continuously monitors the campus grounds and buildings with concern for safety and security. It inspects campus facilities and works with the Maintenance Department to correct lighting problems, broken locks and doors and other potential safety and security hazards. Television cameras enhance security and safety by allowing officers to monitor hallways, entrances, exits and lounge areas.

STUDENTS' AND EMPLOYEE' RESPONSIBILITIES

The cooperation and involvement of students and employees in a campus safety program is absolutely necessary. Students and employees must assume responsibility for their own personal safety and the security of their personal belongings by taking simple, common sense precautions. Valuable items such as cameras, tape recorders, and calculators should be marked with engraving instruments. Cars should be locked and valuable items should be secured in the trunk and not left in full view. Students and employees should report any suspicious looking activity or incidents to Genesee Management Protective Services as soon as possible.

ADVISORY COMMITTEE ON CAMPUS SECURITY

In accordance with Section  6431 of the Education Law, Monroe Community College’s committee is referred to as the Personal Health and Safety Committee. The Committee is charged with reviewing current campus security policies and procedures and make recommendations for their improvement.  The committee submits a report annually is available on request.
