MCC Web Policies and
Procedures
MCC encourages all
interested faculty and staff to develop web pages for inclusion on the MCC
web site. Web-savvy users may develop their own sites, or MCC staff are
available to design and upload web pages. Either way, all staff are asked
to review the following information before embarking on
their web site designs:
All sites must comply
with MCC's web policies and requirements. The checklist will aid in site
development and help ensure site requirements are met.
The Web
Development Manager. The Web Development Manager is the official
liaison to the College community concerning the publication of pages on
MCC’s Website. The Web Development Manager acts as systems administrator
for the MCC Web site, is responsible for site and systems documentation,
and coordinates Web-based applications development.
The Web
Development Team. The Web Development team is responsible for
implementing MCC Web-based projects. The team is chaired by the Web
Development Manager and consists of the Web Specialists and a Web
Technician. The Web Development team sets guidelines for consistency of
the interface design for the Website and is responsible for site
maintenance and design implementation. Additionally, a Web Editor is
appointed by the Director of Public Affairs to review web content to
assure accuracy and proper representation of MCC throughout the website.
The Development Team assures that the graphic design these pages are a
professional and accurate reflection of MCC’s image.

What We Can Do for You…
Web sites are created using
code called "HTML" (hypertext markup language). We can:
- Provide Web design
and development training for those who want to create their own Web
pages using Manila.
- Assist with
uploading HTML materials you may already have developed
- Assist in
developing graphics and updating site designs…
- Or create a site
for you or your department from scratch.
For Training
Track K: World
Wide Web page Development with Manila, in the ETS technical training schedule is a
series of three 2-hour classes that run every month. You can access the
schedule and register for the classes at (www.monroecc.edu,
under “T” Technical Training in the A-Z Index). If your schedule does
not allow time for the scheduled classes, individual niche training
sessions can be arranged. Contact Carol Burritt.
Before Creating A Web Site
Once you have ideas
in mind regarding your web site design, contact us via
webmaster@monroecc.edu to
set up a meeting. It is helpful if you can have a basic
outline of your site available prior to meeting with MCC's web site
personnel, along with any graphics, photos and design directions.
How to Submit Graphics and
Documents for Web Publication
Graphics
Graphics may include
photos, clip art, charts, drawings, etc.
You may provide
graphics electronically via email or diskette. You may also supply
us with photos or artwork to be scanned (items must be 8 ½" by 11" or
smaller). We can crop and compress graphics as needed to fit within
the site format and to allow for fast download times.
Documents
Class-specific
documents can be added to web sites for downloading by students.
These may include:
- Homework
assignments
- Syllabus
- Schedules
- Instructional text
materials
Documents may be
uploaded as HTML web pages, or as Adobe .pdf (portable document format)
files.

HTML files from
text documents:
Downloads faster
on the viewer's screen. Appearance of document will vary
depending on viewer's browser and monitor. |
Documents may be
provided in MS Word or any other text-based program. Highly
formatted text (i.e. with tabs, columns or tables) needs to be
submitted as tables. We will convert the document from
Word to the required format, and then work with it to fit within the site design.
(note: some
faculty and staff create their web pages directly by using MS Word,
and then converting to HTML on their own. While this is
workable as a stop-gap measure, the resulting HTML documents
frequently require a great deal of re-coding. It is preferred
that documents be supplied as text.) |

Adobe Acrobat .pdf
files:
Conversion of
documents to .pdf files will retain original formatting and
appearance. Requires that the viewer have a copy of Adobe Acrobat
Reader (free from www.adobe.com)
on their computer. |
Provide documents
in MS Word, either by email or on diskette via interoffice mail.
We will convert the Word documents into .pdf files.
(note: in the
event that your documents do not exist electronically, we can
re-create electronic versions one of three ways. All three of these
options are time-consuming. It is highly preferred that
documents be provided electronically!
- OCR
(optical character recognition) scan. This will
re-create a non-formatted text-only version of your document. OCR
-translated text tends to be rife with errors. You will need to
re-format and add in any graphics in MS Word.
- Graphics
scan. This re-creates your document as a graphic (.gif) file.
The resulting files tend to be too large to use and is therefore
not recommended.

For faculty and staff
who wish to develop pages for the MCC Web site, this is a synopsis of how
the Web page submission process works. When you are ready to begin your
Web page development, contact the Web Development Manager and you will be
given an appointment to go over the Web page publication procedure and
become familiar with accessing your “work in progress” directory on the
Web server.
Develop and test your
pages in your "work in progress" directory. When you feel your pages are
complete, contact the Webmaster and we will begin the review of your pages
to ensure that the pages adhere to MCC's policies and page requirements.
Once the review is completed, your pages will be published on the MCC Web
site. Following this, you will be responsible for all subsequent changes
and updates to your pages.
The complete submission
procedure is outlined in the steps below.

Contact the Web
Development Manager via the Webmaster e-mail (webmaster@monroecc.edu.)
to say that you are ready to develop a page(s) for the MCC Web site. The
Webmaster will schedule an appointment with you and a member of the web
development team to go over the Web page publication procedure.
Come prepared to the
appointment with the following information:
The Web page
submitter name. The Web page submitter is the MCC staff person
responsible (please see the Policies section of this document) for
maintaining the submitted Web pages. The Web page submitter is also the
official liaison concerning any issues that may arise concerning the
submitted Web pages. The Web page submitter is also included in Policy and
Procedure mailing updates from the Webmaster.
- The Web page
designer name. This person may or may not be the same as the Web
page submitter.
- A list of person(s)
who will require directory access rights to make changes to your Web
pages.
- Your PC type
(Pentium II PC, Macintosh) and operating system (i.e., Windows 95,
Windows NT, Macintosh OS).
- The name of any
HTML editing programs you may be using (i.e., FrontPage 2000,
Dreamweaver, Netscape Composer, Adobe Go Live, etc.)
- If you are
developing a Department page, provide the official department name
(i.e., the department name listed in the MCC Faculty & Staff Directory).
The Webmaster will provide you with the necessary URL to link to your
Department staff listing in the MCC College Directory Database. Please
Note: The MCC College Directory Database is maintained by the
Telecommunications Department. All questions and comments concerning
directory information should be made to the Telecommunications
Department.
- If you are
developing a Academic Department page, identify the Programs of Study
and Course Descriptions associated with your department. The Webmaster
will provide you with the necessary URLS to link to the appropriate
information in the MCC Catalog Database. Please Note: The MCC Catalog
Database is maintained by the Academic Services Department. All
questions and comments concerning catalog content should be made to the
Academic Services Department.
During this
appointment the web development team member will go over the Web
page publication procedure with you, including the following:
- How to access the
Work In Progress Web Server from your PC to develop your pages.
- Where your site
directory on the Web server is located, or how to access and log on to your Manila site as an editor. No one other than the Web page
review team and the persons that you identify will have change/write
access to this directory, or your Manila site.
Windows Users
You will need to create a new mapped
network drive to access your portion of the MCC website. To do this:
- On your desktop, right click on Network
Neighborhood, or My Network Places and choose Map Network Drive.
- In the drop down Drive field, choose any
drive letter that appears without a designated connection.
- In the folder field type \\mcc-b161,
choose the Browse button and scroll down the list to the highlighted
icon.
- Click on the + to expand the mcc-b161
list and scroll down to your department or user folder, select it and
click OK.
- When your folder name displays in
the Folder field of the previous window (Example: \\mcc-b161\cburritt),
select Finish
Your WIP folder can now be seen through “My
Computer” as a network hard drive.
Mac Users
Contact the Webmaster at
webmaster@monroecc.edu to get the correct
procedure for your Mac OS.

Official College pages currently must be stored on the MCC Web site server. This insures that College pages are effectively and efficiently backed up, included in global fixes of broken links and other global changes, and accessed when determining statistics for MCC Web site activity, such as number of requests per page.

The College has the right to remove any materials on the Web that do not adhere to MCC policies. In particular, this includes policies regarding publications, reproduction of copyrighted materials, computer usage, etc.

All submitters are responsible for making their own changes/corrections to their Web files.
If pages are misrepresentative, outdated, contain broken links, or do not conform to MCC Web policies or page requirements, the Webmaster will notify the submitter. If the submitter fails to make critical updates or fails to remove the files within 2 days after notification, the Webmaster may make the changes or may remove those files from the public Web site.

Submitters may not delete or modify files located in shared Web directories unless they are the file creators or have obtained the express permission of the file creator to delete these files.
Use of any MCC logotype or image not received through the Webmaster must be approved by the Public Affairs office.

The College has the right to remove any inappropriate pages. Inappropriate pages include those with sexist, racist, defamatory, abusive, and/or harassing materials.
If an individual wishes to contest the judgment of the Webmaster or a policy that the Webmaster is enforcing, he or she should raise the issue in writing with the Oversite Committee chairs. The issue will then be reviewed by the MCC Web Oversite Committee.
Do not include another individual's personal data. On College pages, obtain your colleagues' prior permission before including contact information (i.e. College phone and fax numbers, e-mail addresses, etc.)

Pages with department information must have the portions which contain that information approved by the appropriate department head. Student pages created as part of a class project must be submitted through the faculty member. Other pages created by students must be facilitated through a sponsoring department.

Page submitters should not duplicate the following master information: Course Descriptions, Master (Class) Schedule, Programs of Study, Academic Calendar, or College Directory information. Submitted pages can link to this master information however.
Page submitters who wish to request corrections of the MCC master information must do so through the MCC departments responsible for the information:

- A page will not be
published unless it has passed the Web Page Requirements Checklist.

- No ‘‘Under
Construction’’ pages will be accepted.
- To satisfy one
important aspect of web accessibility compliance, all image links must
include an
‘‘alt = imagedescription’’ in the tag
(e.g., <img src="images/deptlogo.gif" width = "475" height = "401" alt =
’’Department Logo’’>.
- Your main page
(i.e., your Home page) must be called "index.htm".
- You must include
the title, page submitter name as ‘‘Author’’, and keywords for
searching in the header of your html page.
- MCC-related URL
links must be relative (e.g., < a href = "depts/ets/index.htm" >) rather
than absolute (e.g., < a href = "///file/mcc-b161/depts/ets/index.htm"
>).
- A list of keywords
and corresponding links to be added to the A-Z Index of topics page
should be mailed to the Webmaster at "webmaster@monroecc.edu.’’
- A listing of
potential links from the College's Master pages to information
contained in the submitted page(s) should be mailed to the Webmaster at
"webmaster@monroecc.edu.’’
- All College pages
and references to pages found within the MCC Web site must end with a ".htm"
extension (Note: Do not use an .html extension).
- Academic and
Administrative Department pages must include a link in the
navigational menu bar to a Department Faculty/Staff Listing page.
- Academic
Department pages must include a link in the navigational menu bar to
the Course Descriptions page specific to that academic department.
- Academic
Department pages must include a link in the navigational menu bar to
the Academic Program page specific to that academic department.
- The background
color tag BGCOLOR="FFFFFF" must be used on all
Master pages
- Department
page submitters are encouraged but not required to use the
background color tag BGCOLOR="FFFFFF".
- All graphics used
must be accompanied by the HTML "Width" and "Height" parameters to
optimize performance of page downloads. The width and height tags should
not be used to resize images.
- All graphics must
be saved in GIF format or JPG format for Photographic images.
- Pages should not
exceed 50K in size.
- The MCC Table of
Contents banner should not be altered and should appear above every
College page.
- Pages must be
readable on both a PC and Macintosh using Internet
Explorer 5.5 or higher, and Netscape 6.0 at the minimum.
- You must make a
backup copy of your pages and store them offsite of the Web server and
WIP. Although WIP is backed up nightly, we strongly encourage local file
backup.
