The new Excelsior Scholarship will provide tuition-free college for New York state residents starting Fall 2017. The online application is available on the Higher Education Services Corporation (HESC)  site.  The application period for the Fall 2017 semester has ended. There will be another application period for the Spring 2018 semester.
