The staff of the Pre-Collegiate programs –Upward Bound and Liberty Partnerships recognized Rick Costanza, Chairperson for the Department of Education, as the recipient of the 2014 Kate Smith Marhatta Award. The award, originally dedicated in 2007, is given by the pre-collegiate program directors to a person or staff identified as providing outstanding support to the programs. Mr. Costanza was honored for supporting and being a champion for the cause of both programs over the last five years.
