Faculty Council of Community Colleges' Visit -- Executive Summary

On April 29-30, 2019, at our invitation, the Faculty Council of Community Colleges (FCCC) sent a visitation team to MCC with a goal of improving college shared governance. FCCC President Nina Tamrowski recently provided us with an executive summary of the team's observations and recommendations. She has identified four areas that deserve MCC's attention with regard to shared governance--roles, structures, communications, and climate--and her summary is organized by this framework. In the spirit of transparency and open communication, we are sharing this document with you.

We also met to discuss the summary, recommendations, and initial next steps.

We agree that one such step will be to convene representatives of the shared governance groups in the fall to begin the process of revising MCC's Shared Governance Policy and creating a corresponding Shared Governance Procedure. Following on recommendations from the FCCC visitation team, our goal will be to add clarity about the role of each stakeholder constituency within shared governance and establish easily accessible, published processes and practices that support effective governance and communication. The updated policy and new procedure will then form the foundation for the recommended Shared Governance orientation.

In addition, to address FCCC recommendations related to institutional structures, President Kress has offered to suspend both the Shared Leadership Coordinating Council and the President's Expanded Cabinet for the 2019-2020 year and review their usefulness and necessity.

The FCCC visitation team also recommended that the Faculty Senate review the role and scope of the Special Committee on Administrative Affairs in regards to parallel searches for administrative positions. President Colosimo and President-elect Pares-Kane have committed to doing so.

Finally, we are mutually committed to restoring and sustaining a culture of respect and civility both within shared governance and within and among faculty and administration. We agree that improving this climate is essential to improving shared governance.

We are grateful to the FCCC visitation team and to President Tamrowski for their time, perspective, and assistance, and we look forward to working together to strengthen shared governance at MCC.
