New HRA Workflow Available - Notice of Personnel Action (NOPA)

Human Resources, in partnership with IT and key stakeholders, is excited to announce the roll out of a new, fully electronic, Notice of Personnel Action (NOPA) workflow.

The Notice of Personnel Action (NOPA) form can be found in the Notice of Human Resources Action (HRA) system.

Where to Locate: The HR Action (HRA) form is located within the following tiles on the MyMCC portal:  Employee Home > Online Forms > Human Resources > Notice of HR Action.

When to Complete: This workflow must be completed by the employee’s reporting supervisor and submitted for required approval as soon as possible but not before pre-employment onboarding has been completed and the employee has been cleared to start. It is necessary to first check with Human Resources on the employment status of the hire you are submitting when using a NOPA.

Examples of when this workflow should be completed:

  • Part-time lecturers being hired under Workforce Development
  • Part-time instructors being hired under Workforce Development

How to Complete: Access the online HRA workflow, click Create New Form and then select Notice of Personnel Action. The form will then prompt you to fill out the workflow and submit for required routings.

After Completing:  Payment distribution is determined by the Payroll schedule and will not occur until after all workflow approvals have been fully completed. Board of Trustees (BOT) approval may be retroactive depending on the purpose of the compensation and the BOT meeting schedule.

Important Reminders and Tips:

  • It is necessary to first check with Human Resources on the employment status of the hire you are submitting using a NOPA.
    • If the employee is new to the college, please email HR’s Employee Recruitment team (employeerecruitment@monroecc.edu) with the hire’s name and personal email address so onboarding paperwork can be initiated. Please allow 10 to 14 days for the onboarding process.
    • If the employee is a current employee or rehire, please confirm first with HR if any additional onboarding is required.
  • HR will notify the reporting supervisor and employee when they are cleared to start their assignment and a NOPA workflow can be initiated.
