Phasing Out the Use of Balloons on Campus

The Sustainability Steering Committee would like to draw your attention to an upcoming policy within SUNY. On 11/2/2021, Governor Hochul signed into law Chapter 553 of the Laws of 2021 which relates to the elimination of single-use plastics, including balloons, at New York’s public university campuses. Since MCC is well positioned to effect change and values sustainability, we would like the college community to begin the phase-out process by focusing on the purchase and use of balloons.

This new legislation becomes effective 8/1/2025. Plastic balloons have a significant negative impact on the environment, contributing to pollution and posing a threat to wildlife and marine ecosystems.* By eliminating their use, we align ourselves with the State's commitment to sustainability and ensure a cleaner future for our community. Balloon releases will be immediately banned when the policy takes effect.

The following list of alternative biodegradable options may be helpful to you to replace plastic balloons for events or celebrations: Paper chains, flags/banners, honeycomb paper spheres, festive lights, colorful paper fans, inflatable tube men/air dancers, streamers, garden spinners and pinwheels, fabric or paper buntings and garlands, kites.

*Not recommended for use:

  • Biodegradable latex balloons: These balloons are made from natural latex which decomposes more rapidly than plastic; however, it is at a rate of around four years. The short-term damage to wildlife and the environment is significant.
  • Reusable foil balloons: Foil balloons are made from plastic nylon sheets with a metallic coating that is non-biodegradable. They cause thousands of power outages every year when they come into contact with power lines or circuit breakers.
