Compliance Update: ADA Title II Digital Content WCAG 2.1 AA Accessibility Standards
The Title II Digital Content Accessibility Committee has been diligently working throughout the summer and into the fall semester to achieve full compliance with Title II of the Americans with Disabilities Act (ADA). This regulation mandates that all websites, apps, documents, and third-party applications and resources used for the college’s “services, programs, and activities” must meet the WCAG 2.1 AA web accessibility standards by April 24, 2026.
Below are the latest updates from the committee and its workgroups:
Committee Updates:
- A drafted EIT Accessibility Policy is currently undergoing the College Policy review and approval process.
- A campaign is underway to recruit Accessibility Liaisons from each department and area.
- A process for users to report accessibility issues is being developed, which will include a workflow to address these reported issues more effectively.
Workgroup Reports:
Communications
- Developed a communications plan to provide regular updates in the Tribune (such as this one).
- Reviewed and provided input for an accessibility website that is in development.
- Provided guidance on communications materials to other workgroups.
Inventory:
- Emails will be sent to Department Chairs, Directors, Deans, and AVPs to gather information about various products and software currently in use on campus.
- A form is being created for the college community to report any digital accessibility issues encountered. Submissions will generate a ticket, allowing the college to track, monitor, and address these issues more effectively.
Procurement:
- Accessibility compliance language has been developed for inclusion in standard contract templates, RFPs, and bids, with approval from legal counsel.
- A review of contracts is currently underway to ensure that accessibility compliance requirements are met, particularly those extending beyond the initial compliance checks (such as the Software Approval Request form).
- Ongoing collaboration with the Inventory Team is focused on locating, reviewing, and archiving accessibility conformance reports.
Testing & Tools:
- An in-depth assessment is being conducted on several current and potential digital accessibility checking and correction tools for the Brightspace Learning Management System.
- An evaluation of current website digital accessibility tools is also taking place.
- Experimentation is ongoing with tools and workflows to ensure accessibility of documents containing equations, particularly in Math and STEM disciplines.
Training:
- An audit of existing accessibility resources and support guides has been conducted, along with additional research and outreach efforts to other SUNY campuses to explore their available resources.
- Following this evaluation, stakeholder groups in need of training have been identified, and an outline of essential topics and learning outcomes for collegewide accessibility awareness training has been created.
- A multitiered training model for all faculty and staff has been proposed, which will be included in the annual HR Training, with a launch scheduled for fall.
