Additional Open Forum Date/Candidate, Monday, 10/6 - VP/CFO, Administrative Services

As was announced earlier this week, the College will be hosting open forums for the finalists of the Vice President and Chief Financial Officer, Administrative Services position. 

Important: An additional open forum date and candidate has been added on 10/6/25.  See below for updated schedule and bio for the additional candidate.

The candidates and open forum schedules are as follows: 

  • Wednesday, October 1st, 12pm to 1pm: Crystal Hallenbeck-McPhall, Ed. D. 
  • Thursday, October 2nd, 12pm to 1pm: David Meadows, MBA
  • Monday, October 6th, 12pm to 1pm: Douglas Finch

All zoom links for the Open Forums will be shared in a separate Trib announcement on the morning of the scheduled Open Forum.

October 6th - Douglas Finch

Doug Finch is a finance and operations executive with 20+ years of public-sector leadership, most recently serving as a city manager and principal budget/finance officer. He has managed $100M operating budgets and $150M+ in capital portfolios, modernized administration and ERP/reporting, and built “no-surprises” governance with clear KPIs, dashboards, workplans, and monthly close discipline. He has lead facility needs assessments, long term strategic planning, capital improvement plans, public safety as the direct supervisor of the police chief for a sixty-three member police department focused on community policing initiatives. Doug leads mission-driven financial planning that links mission to budget to outcomes.

He has negotiated union agreements, strengthened classification/compensation systems, and improved retention by building respectful, performance-focused teams. In the Finger Lakes, Doug partnered with agencies and stakeholders to secure more than $50M in competitive grants and to advance workforce initiatives aligned with regional employers. A champion of financial literacy and customer service, he is committed to equity, ethics, and transparency.
