Welcoming Fernán Cepero as Executive Director for Human Resources and Organizational Development

Monroe Community College (MCC) is pleased to announce the appointment of Fernán Cepero as its new Executive Director for Human Resources and Organizational Development. Mr. Cepero brings more than 30 years of progressive leadership experience spanning municipal government, higher education, nonprofit organizations, and corporate human resources. His depth of expertise and people-centered approach will play a critical role in advancing MCC’s mission and the goals outlined in Vision2027.

Throughout his distinguished career, Mr. Cepero has demonstrated a strong record of designing and executing strategic human resources initiatives that strengthen organizational culture, build workforce capacity, and enhance institutional effectiveness. His work has consistently emphasized alignment between people, purpose, and performance—an approach that directly supports MCC’s commitment to student success, employee engagement, and continuous improvement.

Most recently, Mr. Cepero served as Deputy Director of Human Resources for the City of Rochester, where he helped lead HR operations for a large and complex municipal workforce. In this role, he partnered with senior leaders, labor representatives, and community stakeholders to modernize HR practices, support talent development, and promote equitable and inclusive workplaces. His experience navigating public-sector environments and managing change at scale will be invaluable as MCC continues to evolve to meet the needs of its students and employees.

As Executive Director for Human Resources and Organizational Development, Mr. Cepero will provide strategic leadership across key functional areas, including talent acquisition and retention, employee relations, professional development, performance management, and organizational effectiveness. His portfolio will be instrumental in advancing Vision2027, particularly goals related to cultivating a highly engaged and skilled workforce, fostering a culture of belonging and accountability, and ensuring that institutional systems and practices support excellence across the College.

Mr. Cepero’s appointment reflects the College’s commitment to investing in leadership that values collaboration, innovation, and equity.
