End-of-Semester Message of Appreciation for the Federal Compliance Response Committee (FCRC)
As we conclude the semester at Monroe Community College, I express my sincere appreciation to the members of our Federal Compliance Response Committee (FCRC) for their dedicated service.
The FCRC has continued to meet regularly to monitor and evaluate evolving compliance requirements and will continue to do so in the next academic year. As an advisory body to the Executive Leadership Team and me, the committee has provided timely updates on developments from federal, state, SUNY, and other governing bodies, including tracking Executive Orders as they are issued. As a reminder, Executive Orders direct government agencies to act but cannot override constitutional rights or federal law. MCC remains steadfast in complying with all statutory requirements and in upholding our core values of responsible governance, transparency, and care for our community.
This semester, the FCRC has played a critical role in helping us anticipate and prepare for change, whether or not such changes ultimately materialized. Their work has included monitoring the federal policy and funding environment, particularly developments at the K–12 level that may affect higher education. They also tracked regulatory changes, including the April 6, 2026 rescission of prior Title IX resolutions affecting scholarships and athletics.
In compliance and risk, the Institutional Compliance & Internal Audit Office has led a cross-functional effort to review fraudulent student activity and coordinate immigration-related compliance. The committee has also remained attentive to campus climate, with Student Life and Counseling reporting stable student sentiment and continuing discussions on housing and evolving immigration-related concerns.
Global education and immigration issues remain key areas of focus. MCC recently responded to federal requirements under the Solomon Amendment Act, which mandates that military recruiters be granted access to student information. The FCRC has thoughtfully considered the implications of this policy, including concerns about student privacy and trust.
The committee also highlighted key student engagement and campus safety initiatives. MCC’s partnership with TogetherNow and the Department of Human Services helps students navigate new SNAP eligibility rules, with support from a Public Benefits Navigator available through Starfish. Public Safety continues to strengthen communication through the RAVE Guardian app and the Alertus system, while planning drills and offering Mental Health First Aid training.
The FCRC continues to stay abreast of current developments and to assess their impact on our College. I extend my heartfelt thanks to each member for their commitment to keeping MCC informed, responsive, and aligned with our mission.
