Federal Compliance Response Committee Update

Earlier this month, I provided an update on the activities of the Federal Compliance Response Committee (FCRC), whose mission is to give the Executive Leadership Team (ELT) and me updates and insights on emerging federal, state, SUNY, and other governing bodies’ compliance requirements, including presidential Executive Orders (EOs) that may impact existing College operations.

The EOs the president signed are written directives that order the government to take certain actions, they cannot override constitutional rights or federal laws. As such, MCC continues to comply with all statutory requirements as mandated by the law, demonstrating our dedication to responsible governance and accountability in our operations.

In my previous update, I referenced the development of a framework for evaluating the potential impact of the EOs on the College. I want to provide additional information to help understand how the FCRC offers advice and counsel to the ELT and me. That framework comprises four main components and includes specific information for each.

They are:

  • Latest Happenings/ What Are You Learning
    A summary of recent executive orders or related federal updates, including the date issued and key points.
  • Who Will Be Impacted?
    Identifying the groups, departments, or stakeholders affected (e.g., students, faculty, staff, operations, compliance areas).    
  • Any Risks or Considerations?
    What are the potential legal, operational, financial, or reputational risks? Including areas that may need further review or clarification.
  • Recommendations for Information Sharing
    How should this information be communicated (e.g., email, town hall, internal briefing), and to whom (e.g., leadership, campus-wide, specific units)?

To date, the FCRC has convened four times and provided two updates. During these meetings, they have invited subject matter experts, such as Financial Aid Director Jerome St. Croix, to share perspectives on how specific EOs have or could potentially impact the financial aid office operations and students. These exchanges further enrich the committee’s discussions by providing context and real-world implications. 

Since its inception, the FCRC has closely monitored various important developments with higher education implications, including EOs regarding the disbandment of DEI, the elimination of the Institute of Museum and Library Services, and the cancellation of Student Visas for certain International Students. Currently, none of our international students have had their Visas revoked. Each of these examples and others have the potential to impact the institution and the broader College community. As we continue to evaluate our options for addressing these challenges, MCC remains committed to following the guidance and directives provided by the State of New York, SUNY and local government, and upholding our core values and advancing our mission.

I am grateful for the service of the FCRC members. Their dedication to this effort is noteworthy and reflects our belief that at MCC, we are “Together as One.”
