Title II Tidbits: What is Digital Accessibility?

In April 2024, the federal government updated Title II of the Americans with Disabilities Act to establish guidelines for digital content accessibility. These regulations ensure that people with disabilities can access public services, programs, and activities through websites and mobile apps. These guiding principles require content to be perceivable, operable, understandable, and robust (POUR): 

  • Perceivable: Everyone must be able to perceive content through at least one of their senses to benefit from the information being shared. 
  • Operable: Everyone must be able to navigate and interact with digital content, regardless of which tool they are using. 
  • Understandable: Everyone must be able to understand key information and instructions to complete tasks, regardless of how they access it.  
  • Robust: Everyone must be able to access digital content and platforms using different devices, browsers, and assistive technologies.  

The federal law applies to all state or local government entities, including MCC. This means that all web content provided or made available by MCC must meet WCAG 2.1 AA requirements, with limited exceptions. This includes all course materials, website content, social media posts, multimedia content, and digital documents.

Campus compliance with Title II regulations is a shared responsibility, and meeting these requirements will involve significant effort across the college. The Title II deadline is April 24, 2027, and all MCC digital content must be compliant by this date.
