VP/CFO, Administrative Services - Finalist Bio's and Open Forum Schedule

As was annoucened earlier this week, the College will be hosting open forums for the two finalists of the Vice President and Chief Finanical Officer, Administrative Services position.

The candidates and open forum schedules are as follows:

  • Wednesday, October 1st, 12pm to 1pm: Crystal Hallenbeck-McPhall, Ed. D. 
  • Thursday, October 2nd, 12pm to 1pm: David Meadows, MBA

Zoom links for the Open Forums will be shared in a separate Trib announcement on the morning of the scheduled Open Forum.

October 1st - Crystal Hallenbeck-McPhall, Ed. D. 

Dr. Crystal Hallenbeck-McPhall is a seasoned 20-year higher education professional. Her career journey began as a staff accountant in the State University of New York (SUNY) at Brockport Office of Student Accounts and Accounting. In this role, she developed her passion for higher education, delving deep into the intricacies associated with both the Ellucian/Banner system and SUNY’s Uniform Revenue Accounting System (URAS). In 2012, she transitioned to SUNY Brockport’s Budgeting Office, where she assumed the role of Director of Budgeting. As Director, Hallenbeck-McPhall enhanced her grasp of higher education finance, developing a broader and expert understanding of strategic fiscal planning and its alignment across university units. In 2022, she transitioned to the role of Interim Assistant Vice President for Finance and Management (AVP). She assumed the AVP role permanently in 2024 and continues to serve SUNY Brockport in this capacity. As the Assistant Vice President for Finance and Management, Hallenbeck-McPhall is responsible for leading the following areas: Campus Services (Procurement & Payment, Facilities Procurement, Print and Mailing Services, Central Stores, and Central Receiving), Budgeting, and Student Accounts and Accounting. She also shares oversight of the Scholarship, Research, and Sponsored Programs Office with Academic Affairs. In addition, she serves as the University’s Internal Control Coordinator and University Records Retention Officer. Through the myriads of responsibilities under her umbrella, Hallenbeck-McPhall routinely works collaboratively with departments across the University, including, but not limited to: Facilities and Maintenance Operations, Facilities Planning and Construction, Brockport Information Technology Services, Advancement, Human Resources, and the Brockport Auxiliary Service Corporation.

Dr. Hallenbeck-McPhall holds a BS degree in Accounting and Dance and a MS degree in Forensic Accounting from SUNY Brockport. She also holds a Doctor of Education degree in Executive Leadership from St. John Fisher University. Her doctoral research titled, New York State Comprehensive Higher Education Institutions: A Grounded Theory Study on Budgeting for Faculty Innovation to Survive the Looming Enrollment Crisis, earned her the 2022 Exemplary Performance in Scholarship Award from St. John Fisher.

Outside of her experience in higher education, Hallenbeck-McPhall has worked as a dance instructor since 2001. This role has allowed her to express her creative side while engaging with students of all ages. Her current specialty is adult tap. In addition to teaching classes, Hallenbeck-McPhall has regularly assisted studio ownership with business and event operations.

October 2nd - David Meadows, MBA

"I recently served as the Vice President for Finance and Facilities and Chief Financial Officer for the West Virginia School of Osteopathic Medicine. Prior to this, I held similar cabinet level leadership roles at three liberal arts institutions; Executive Vice President CFO/COO at Carlow University in Pittsburgh, Executive Vice President and Treasurer at Governors State University in Chicago and Vice President and CFO Virginia State University. With over 18 years in higher education experience, I bring an advanced knowledge of all administrative, financial, and operational divisions within a university setting.

Prior to moving into the higher education sector, I was fortunate to have an extensive background and senior level finance positions in both the private and public sector. This includes numerous private sector corporations such as Northwestern Mutual, American Express, Chase Bank and SunTrust Bank. After many years in corporate finance, I transitioned into public sector roles, leading operational and financial functions at the City of Richmond, VA and then serving as the Executive Director of Budget Administration for the District of Columbia, overseeing a strategic budget of $8.7 billion.

I graduated with a B.B.A from Cleveland State University (OH) and an M.B.A from Averett University (VA). I am married to Yvonne Powers, an Employment and Labor Law attorney, and together we have one daughter Mackenzie who is a Broadway, theater and television performer. In my spare time, I enjoy spending time with my family, as well as playing tennis and golf, and am a passionate Cleveland Browns and Ohio State Buckeyes football fan."
