New No Stopping, No Parking, and No Standing Signs at the Downtown
Campus
Since we opened our doors to the Downtown Campus in fall 2017, members of
our community have expressed concerns over safety at the mid-block crosswalk on
Morrie Silver Way. We have met with the City and Monroe County Department of
Transportation (DOT) to explore possible solutions given that this crosswalk
falls within the jurisdiction of the City of Rochester. As a result, NO
STOPPING signs have been installed on Morrie Silver Way between
Plymouth Avenue and State Street. Please note that the City of Rochester will
begin parking enforcement in this area, as indicated on the ATTACHED
DIAGRAM. The explanations of the parking signs you are likely to see
on the streets adjacent to the Downtown Campus are attached.
New York: VEHICLES MUST YIELD THE RIGHT-OF-WAY TO
PEDESTRIANS CROSSING THE ROADWAY WITHIN A CROSSWALK UPON WHICH THE VEHICLE IS
TRAVELING. PEDESTRIANS MAY NOT SUDDENLY LEAVE THE CURB AND ENTER A CROSSWALK
INTO THE PATH OF A MOVING VEHICLE THAT IS SO CLOSE THE VEHICLE IS UNABLE TO
YIELD. ) "MOTORISTS HAVE THE RIGHT OF WAY AT ALL LOCATIONS OTHER THAN
INTERSECTIONS AND MARKED CROSSWALKS" (NY.GOV PEDESTRIAN
SAFETY). At controlled intersections, pedestrians may only
cross an intersection diagonally if authorized by a traffic control device.
