The College will be hosting open forums for the three finalists of
the Vice President, Economic and Workforce Development and
Career Technical Education position.
The candidates and open forums are as follows:
April 12th - Joel Frater
Downtown Campus – 12:00-1:00 pm, Virtual only*
April 13th - Jimmy Adams
Downtown Campus – 12:00-1:00 pm, Virtual only*
April 14th - Robin Cole
Downtown Campus – 12:00-1:00 pm, Virtual only*
*Open Forum Zoom details will be shared in a separate Trib
announcement.
The candidates will meet with a variety of stakeholder groups as indicated in
the attached schedule. The Open Forums will be conducted virtual
only and open to the entire MCC community.
We hope that you will be able to virtually attend the open forums. A
recording of each open forum will also be available afterward.
Questions for the Open Forum will be collected ahead of time and asked
of each candidate. If you have questions that you would like to ask the

April 12th
Joel Frater (he/him)
In addition to more than 20 years as a faculty member, Dr. Joel Frater
brings substantive leadership and managerial experience as a college
administrator. Dr. Frater currently serves as Dean of Student Services for
Rochester General Regional Health System’s College of Health Careers
(RGCOHC), whose mission is to create a diverse workforce to meet regional
healthcare industry needs. In this capacity, he collaborates with other
administrators to provide leadership for new academic and student support
program development
From 2015-2020, Dr. Frater served Monroe Community College (NY) as Executive
Dean of the Downtown Campus where he led the Transition Team that oversaw the
construction of the new campus. He served State University of New York, College
at Brockport in several capacities, including Assistant Provost for Diversity,
Director of the Institute for Engaged Learning, Middle State Accreditation
Liaison Officer, Department Chair, and Associate Professor of Tourism
Management. Also, he was American Council on Education (ACE) Fellow at
Rochester Institute of Technology from 2013-2014.
Dr. Frater is an equity-minded, student-success-oriented, collaborative,
innovative, engaged, and passionate leader who enjoys building teams and
supporting individuals to grow and reach their potential. He values the role of
higher education institutions in the community and models community engagement
as a strategic priority. In Greater Rochester, NY, he currently serves as
Immediate Past Chair and Executive Committee member of the Rochester Downtown
Development Corporation. He is Vice Chair of the board of the Center for
Government Research. He is Nomination Committee Chair and Finance Committee
member of the PathStone Development Corporation board. He is a Trustee and
Finance and Education Committee member of the Strong National Museum of
Play.
April 13th
Jimmy Adams (he/him)
Dr. Jimmy Adams brings to this position over 38 years of increasing
experience and responsibility in higher education administration and business
management: 18 of those years in community college and university
administration, program development, and instruction with a focus in workforce
and economic development, career and technical education, continuing education,
adult basic education, and corporate training; over 20 years’ experience
in corporate advertising, marketing, and sales with an emphasis in managing
in-house marketing, advertising and communications functions.
Prior to serving as College Operations Officer for Houston Community
College, he previously held positions as Dean, Business, Agriculture,
Kinesiology-Blinn College; Dean, Workforce Development-Lamar Institute of
Technology; Director of Workforce Services-Tarrant County Community College;
Assistant Vice President of Continuing Education-Prairie View A&M
University; Dean of Career Technology and Workforce Training and Community
Development-Lone Star College System. Dr. Adams is an educator with extensive
teaching experience and recently received the 2018 Sam Houston State University
Distinguish Educator of the Year Award. He holds a Bachelor of Fine Arts degree
in Art from the University of Montevallo, a MBA from Houston Baptist
University, and an Ed. D. in Educational Leadership from Sam Houston State
University. Dr. Adams is a recent recipient of the League for Innovation John
and Susanne Roueche Excellence Award and a graduate of the Executive Leadership
Institute (ELI) and a Member of Alpha Phi Alpha Fraternity.
April 14th
Robin Cole (he/him)
Dr. Robin Cole Jr. currently serves as the Dean of Business and Technology
for Southwest TN Community College. As Dean he manages 16 academic
programs and has developed further partnerships with companies such as FedEx
and Siemens that have led to exciting academic programming. He has had a
diverse career in the field of higher education, which includes overseeing both
for credit and non-credit programs.
Before coming to the Memphis Area, Cole served as Vice Chancellor for
Community Services for Louisiana Delta Community College. As Vice
Chancellor, he oversaw the operations for LDCC’s Adult Education and
Workforce departments. Prior to that, he served as the Dean of Career
Education for Florida State College at Jacksonville (FSCJ).
Dr. Cole has also established internship and grant training programs focused
on rapid re-employment of IT professionals. He has experience with
building industry and community partnerships including dual enrollment pathways
within K-12 school districts. He earned his Doctorate of Science in
Information Systems & Communications in 2006, his Master of Science in
Communications & Information Systems, and his Bachelor of Science in
Business Administration in 2000, from Robert Morris University (PA).
