Program Announcement
The Monroe County Public Safety Training Facility (PSTF), under the auspices of the
NYS Division of Criminal Justice Services (DCJS), and in partnership with the Monroe
County Sheriff’s Office, will be holding the Municipal Police Training Council (MPTC)
approved SWAT Operator Course at the Rush Range, 492 Stonybrook Road, Rush, NY 14543. As initial training for new SWAT team members, the SWAT Operator Course provides
law enforcement agencies with a standardized curriculum that will enhance public safety
and enable agencies across the state to be confident in the capabilities of their
tactical team members.
Students who successfully complete this course will receive eight (8) college credits
from Monroe Community College and DCJS certification as a SWAT Operator.
Session Dates
Phase I: April 6 – 10, 2026
Phase II: April 13 – 17, 2026
Phase III: April 27 – May 1, 2026
Phase IV: May 4 – 8, 2026
8:00 a.m. to 4:00 p.m. (training times may vary)
Prerequisites
Must be completed prior to the first day of training.
- Full time, active duty NYS certified police officer
- FEMA ICS-200 and ICS-700 (certificates of completion must be provided in advance)
- Pursuant to NYS Public Health Law §2165, ANYONE who attends this course must demonstrate
proof of immunity against measles, mumps, and rubella. Immunization records must be
signed or stamped by a health care provider;
- Completion of the DCJS Applicant Prerequisite Testing Form which includes:
- Medical evaluation conducted by a physician licensed to practice in New York State;
- Air Purifying Respirator (APR) FIT Test conducted by a certified fit test administrator;
- Handgun proficiency test administered by a DCJS certified Firearms Instructor. The
qualifying course of fire is determined and administered by the candidate’s agency
with a minimum 90% score achieved;
- Physical fitness test administered by a DCJS certified Physical Fitness Instructor.
Testing shall include: Sit-ups, Push-ups, 1.5-mile run (70% Cooper Standards – see
Age/Gender Table below);

Notice: Failure to meet any of the above pre-requisites will preclude student from participating
further.
Required Attire and/or Equipment
Attire (dress code):
- Utility uniform (BDU style, any pattern/color) for range and classroom, to include
over-the-ankle military/police style boots (extra uniforms recommended);
- Baseball cap;
- Inclement/foul weather outerwear;
- PT appropriate clothing;
Equipment:
- Hearing and eye protection;
- Mouth guard;
- Gloves;
- Helmet – tactical/ballistic;
- Air purifying respirator (APR)/mask;
- Individual first aid kit (IFAK);
- Handheld flashlight;
- Weapon cleaning kit;
- Semi-automatic duty issued pistol with light and three (3) magazines with tactical
holster and magazine pouch capable of holding a minimum of two magazines (Safariland
ALS Holster recommended);
- Shoulder fired rifle or carbine with sling (2-point recommended), light, iron sights
(red dot style optic recommended) and four (4) 30-round magazines (AR-style weapon
system preferred/recommended);
- Complete gun belt, radio w/ pouch (if pouch not set up on armor/carrier), handcuff
pouch, and belt keepers; (recommended tactical style duty belt that can mount (2)
pistol magazine pouches and (1) AR rifle magazine pouch –all Blade-Tech style construction
with retention);
- Tactical style body armor, with soft side armor, capable of holding ballistic plates,
rifle magazine pouch capable of holding three rifle magazines, flash bang pouch, radio
pouch;
- 50 Viking Tactical Targets double sided;
- 50 cardboard IPSC silhouette targets;
- Weapon training conversion kit for NLTA (UTM blue bolt and ammo recommended);
- 2000 rounds of pistol ammunition;
- 3000 rounds of rifle ammunition;
- 500 rounds of NLTA (UTM recommended);
- 50 Viking Tactical Targets double sided;
- NOTE: If a student’s department training ammunition differs from service ammunition,
then students should also bring the following:
- 200 rounds of service ammunition for rifle;
- 100 rounds of service ammunition for pistol.
Instructional Areas
Graduation Requirements
- 90% attendance (policy set by Monroe Community College)
- Minimum 85% score on all written examinations
- Participants must pass all phases of training and required proficiencies to receive
both SWAT Operator and Patrol Rifle Certification. Tuition and fees will NOT be refunded if a candidate fails to accomplish the objectives necessary to move from
one phase to the next.
Course Tuition and Fees
- Tuition: $1,736.00 (per person)
- Estimated Student Fees: $196.50 (Student fees may vary each semester)
- Agencies will be billed directly
Note: Monroe Community College reserves the right to revise tuition and fees as necessary.
Reservations
Please complete the online reservation process by submitting the Law Enforcement Program Course Reservation Form prior to the deadline of March 2, 2026. Reservations submitted after this date will be considered based on seating availability.
Submitting a reservation form does not guarantee admittance to a course. Confirmation
notices will be emailed to the individual who submits/approves the reservation request
approximately two weeks prior to the class. Please remember to check your junk/spam
folder.

To avoid double tuition billing, a Certificate of Residence is required from students who reside outside of Monroe County.
