Aerosol Subject Restraint Instructor Course

Program Announcement

The Monroe County Public Safety Training Facility (PSTF), under the auspices of the NYS Division of Criminal Justice Services (DCJS), will be holding the Municipal Police Training Council (MPTC) approved Aerosol Subject Restraint Instructor Course at 1190 Scottsville Road, Rochester, New York. This course prepares students to instruct topics related to the use of oleoresin capsicum (OC) aerosol restraint. The course includes both classroom lecture and practical exercises.

Note: Student exposure to OC is mandatory to qualify for instructor certification.

Students who successfully complete this course will receive DCJS certification as an ASR Instructor and one (1) college credit from Monroe Community College (MCC).

Session Dates

September 10 and 11, 2026 from 8am to 4pm

Prerequisites

  • Full or part-time active duty NYS certified police, peace, or campus public safety officer;
  • Completion of an Initial ASR training program (MPTC or Department of Corrections approved);
  • Completion of a DCJS approved Instructor Development Course.

Required Attire and/or Equipment

  • Attire (dress code)
    • BDU pants
    • Polo style shirt
    • Physical fitness training attire, including foul weather gear

  • Equipment
    • Three (3) inert OC units of the type carried by the trainee
    • Duty belt
    • OC holster
    • Eye protection
    • Water bottle
    • Flash drive to place course materials

Graduation Requirements

  • 90% attendance (policy set by Monroe Community College)
  • 70% passing grade on written examination
  • Satisfactory completion of practical exercises

Course Tuition and Fees

  • Tuition: $223.00 (per person)
  • Estimated Student Fees: $119.50 (Student fees may vary each semester)
  • Agencies will be billed directly

Note: Monroe Community College may find it necessary to revise tuition and fees and reserves the right to do so.

Reservations

Please complete the online Law Enforcement Program Course Reservation Form prior to the deadline of August 20, 2026. Reservations submitted after this date will be considered based on seating availability. Submitting a reservation form does not guarantee admittance to a course. Confirmation notices will be emailed to the individual who submits/approves the reservation request approximately two weeks prior to the class. Please remember to check your junk/spam folder.

To avoid double tuition billing, a Certificate of Residence is required from students who reside outside of Monroe County.
