Emergency Vehicle Operator Instructor Course

Program Announcement

The Monroe County Public Safety Training Facility (PSTF), under the auspices of the NYS Division of Criminal Justice Services (DCJS), will be holding the Municipal Police Training Council (MPTC) approved Emergency Vehicle Operator Instructor Course at 1190 Scottsville Road, Rochester, New York. This course covers the fundamental driving skills necessary to instruct, demonstrate, and practically apply in a training setting. Instructional topics include legal issues, non-emergency driving, emergency response driving, pursuit driving, and driving track administration. Participants must successfully complete a driving range proficiency test, written test and presentation evaluation. This course adheres to the principles established within the Law Enforcement Driver Training Reference Guide 2000 produced by the International Association of Directors of Law Enforcement Standards and Training (IADLEST) and the National Highway Traffic Safety Administration (NHTSA).

Students who successfully complete this course will receive DCJS certification as an EVOC Instructor and 3.5 college credits from Monroe Community College.

Session Dates

October 22 through 31, 2025, 8am to 4pm

Prerequisites

  • Full or part-time active duty NYS police, peace, or campus public safety officer;
  • Valid NYS Class D driver license;
  • Completion of a DCJS approved Instructor Development Course;
  • Minimum three (3) years full or part-time equivalent experience operating police or campus public safety patrol vehicles;

Required Attire and/or Equipment

  • Attire (dress code)
    • Department designated uniform of the day, or
    • BDU style pant and Polo-style shirt

    • Department assigned patrol vehicle

Graduation Requirements

  • 90% attendance (policy set by Monroe Community College)
  • 70% passing grade on written examination(s)
  • Satisfactory completion of practical exercises

Course Tuition and Fees

  • Tuition: $759.50 (per person)
  • Estimated Student Fees: $113.00 (Student fees may vary each semester)
  • Agencies will be billed directly

Note: Monroe Community College may find it necessary to revise tuition and fees as necessary and reserves the right to do so.

Please complete the online Law Enforcement Program Course Reservation Form prior to the deadline of September 29, 2025. Submitting a reservation does not guarantee admittance. Agencies will receive a confirmation notice after the deadline.Please remember to check your junk/spam folder.

To avoid double tuition billing, a Certificate of Residence is required from students who reside outside of Monroe County.
