Instructor Development Course

Program Announcement

The Monroe County Public Safety Training Facility (PSTF), under the auspices of the NYS Division of Criminal Justice Services (DCJS), will be holding the Municipal Police Training Council (MPTC) approved Instructor Development Course at 1190 Scottsville Road, Rochester, New York. This course is designed to provide participants with the opportunity to research, prepare and communicate knowledge in the field of law enforcement. The curriculum focuses on developing instructional objectives and lesson plans, factors that influence adult learning, communication skills, the instructional process, and methods of evaluating course effectiveness. This is an intensive course. Participants must prepare a written training curriculum which includes course objectives, course outline, and detailed lesson plan. Students must demonstrate the correct use of audio-visual aids and successfully prepare and present a 50-minute oral presentation of a training topic before other class participants, utilizing the techniques emphasized in this course. Each participant will be evaluated and rated according to the criteria outlined on the DCJS Instructor Evaluation Checklist.

The Instructor Development Course serves as the prerequisite for all other law enforcement instructor-related courses. Students who successfully complete this course will receive DCJS certification as a general topic instructor and 4.5 college credits from Monroe Community College.

Session Dates

  • October 6 through 17, 2025, 8:30am to 4:30pm

Prerequisites

  • Full or part-time active duty NYS certified police, peace, or campus public safety officer;
  • Civilian employees of a law enforcement agency may be granted approval to attend with written departmental authorization

Required Attire and/or Equipment

Attire (dress code):

  • Business casual, or
  • Department designated uniform of the day

Graduation Requirements

  • 90% attendance (policy set by Monroe Community College)
  • 70% passing grade on two written examinations
  • Satisfactory completion of 1, 2, 5, 10, and 50-minute oral presentations

Course Tuition and Fees

  • Tuition: $976.50 (per person)
  • Estimated Student Fees: $113.00 (Student fees may vary each semester)
  • Agencies will be billed directly

Please note: Monroe Community College reserves the right to revise tuition and fees as necessary.

Reservations

Please complete the online Law Enforcement Program Course Reservation Form prior to September 15, 2025. Reservations submitted after this date will be considered based on seating availability. Submitting a reservation form does not guarantee admittance to a course. Confirmation notices will be emailed to the individual who submits/approves the reservation request approximately two weeks prior to the class. Please remember to check your junk/spam folder.

To avoid double tuition billing, a Certificate of Residence is required from students who reside outside of Monroe County.
