Law Enforcement Bicycle Patrol Course
Program Announcement
The Monroe County Public Safety Training Facility (PSTF), under the auspices of the New York State Division of Criminal The Monroe County Public Safety Training Facility (PSTF), under the auspices of the New York State Division of Criminal Justice Services (DCJS), will be holding an MPTC approved Law Enforcement Bicycle Patrol Course at 1190 Scottsville Road, Rochester, New York. This course trains law enforcement personnel in the skills required to conduct patrol and enforcement activities utilizing the modern mountain bicycle. Consisting of classroom lecture and riding activity sessions, course participants will practice performance skills in urban, residential and rural environments. Students will also lean the proper care, maintenance and selection of equipment, physical conditioning and defensive tactics. Law enforcement bicycle patrol requires a higher level of physical exertion than regular patrol duties. The employing agency is responsible for ensuring that officers attending this course are physically fit for the training regimen. It is recommended that agencies review the physical condition of officers selected to attend, and consider medical conditions which may preclude them from safely engaging in this activity.
Successful completion of this course will result in two (2) college credits from Monroe Community College.
Session Dates
June 1 thru June 5, 2026, 8:30am to 4:30pm*
*Hours adjusted for night riding instruction.
Prerequisites
- Full or part-time active duty NYS police, peace, or campus public safety officer;
- If not a NYS police, peace, or campus public safety officer, be sponsored by an employing law enforcement agency (letter of authorization from the agency is required).
Required Attire and/or Equipment
Attire (dress code):
- Bicycle patrol uniform including soft body armor;
- Padded riding shorts;
- Rain gear;
- Athletic type riding clothing;
- Athletic or riding shoes;
- ANSI/SNELL approved bicycle helmet;
Equipment:
- Mountain Bike – mid to high range quality (no department store or property room bicycles are permitted). Must conform with NYS VTL §1236;
- Toe clips and straps;
- Functioning head lamp and tail lamp system and reflectors;
- Tire patch kit; two (2) replacement tire tubes, and two (2) tire levers;
- Mini pump or CO2 inflators;
- Rear mount kickstand;
- Water bottle and cage mount;
- Chain breaker tool;
- Multi-type bike tool;
- Handlebar ends;
- Rear mount rack and bag;
- Duty weapon with full duty gun belt;
- One hundred (100) rounds duty ammunition;
- Riding gloves;
- Shatter resistant eye protection for day and night riding;
- Sunscreen;
- Flash drive for course materials.
Note: Participants will not be permitted to ride without a safe bicycle and all required equipment.

Graduation Requirements
- 90% attendance (policy set by Monroe Community College)
- 70% passing grade written examination
- Successful completion of skills (proficiency) test
Course Tuition and Fees
- Tuition: $434.00 (per person)
- Estimated Student Fees: $113.00 (Student fees may vary each semester)
- Agencies will be billed directly
Note: Monroe Community College reserves the right to revise tuition and fees as necessary
Reservations
Please complete the online Law Enforcement Program Course Reservation Form prior to May 8, 2026. Reservations submitted after this date will be considered based on seating availability. Submitting a reservation form does not guarantee admittance to a course. Confirmation notices will be emailed to the individual who submits/approves the reservation request approximately two weeks prior to the class. Please remember to check your junk/spam folder.
To avoid double tuition billing, a Certificate of Residence is required from students who reside outside of Monroe County.
